Victoria and Australia are in a global competition for talent. The Labour Supply recommendations focus on attracting new entrants into the workplace and retaining existing skilled employees for longer. They call for a greater focus on and investment in skills formation so that we embark on a major up-skilling and re-skilling of the workforce.

Skilled people are vital to our future. So too is modern infrastructure. What has been missing, however, is broad agreement on what should be the priorities for new infrastructure work over coming years. We have identified priorities that stand to increase economic activity and output, improve business competitiveness and enhance social and environmental outcomes in Victoria.

Energy is the fuel for growth, an essential requirement for economic prosperity. The recommendations for energy acknowledge some important realities, including that:

·        There are no 'quick fixes' and the adjustment process has a long time horizon.  Global warming/greenhouse emissions are a global problem and require a global solution. No single jurisdiction acting alone will succeed in significantly affecting the level of global emissions

·         A global solution will have to improve on the Kyoto Protocol

·        Technological improvements will deliver significant reductions in emissions.

Energy fuels business and infrastructure is vital to get goods and services developed and into the market.  Another challenge we face is to expand existing markets and open up new ones. Two important issues that must be addressed are the lack of an export culture and the absence of a 'Team Australia' approach at all levels of Government.
